Let's see in this article what Article 135 of the Highway Code provides when driving with a driving license issued by a country not belonging to the 'European Union Holders of a driving license issued by a state not belonging to the European Union or the European Economic Area may drive on the national territory vehicles to the driving of which the permit held entitles them, provided that they have not been resident in Italy for more than a year and that, together with the same license, they have an international permit or an official translation into Italian of the right above. If the holder of a driving license issued by a State not belonging to the European Union or the European Economic Area commits a violation from which, following this Code, derives the additional administrative sanction of suspension of the driving license, the document shall be withdrawn, at the same time as the violation, by the determining body and sent, within the next five days, to the prefect of the place of the committed infringement, who within the next fifteen days shall issue a measure of inhibition from driving in the national territory for a period equal to the duration of the suspension provided for the committed violation. The holder shall apply for the return of the license after the period above has elapsed. Notwithstanding the effectiveness of the measure of inhibition from driving in the national territory, if, even before the expiration of the period above, the holder of the withdrawn license declares to leave the national environment, he may apply to the perfect for the return of the right itself. The prefect shall give notice of the driving inhibition order, within fifteen days of its adoption, to the Authority that issued the license. The measure of inhibition from driving on the national territory shall be notified to the person concerned in the form provided for in Article 201. It should take effect from the time of notification of the measure or the withdrawal of the document if this were ordered simultaneously as the violation was established. In the latter case, the driver who is not resident in Italy shall be invited to elect a domicile in the national territory to notify the said measure. If the holder of a driving license issued by a State not belonging to the European Union or the European Economic Area commits a violation from which, following this Code, derives the additional administrative sanction of revocation of the driving license, the document shall be withdrawn, at the same time as the violation, by the ascertaining body and sent, within the next five days, to the prefect of the place of the committed infringement, who within the next fifteen days shall issue a measure of inhibition from driving on the national territory for two years. WITHOUT A TRANSLATION OF THE LICENSE, THERE IS A PENALTY The holder of a driving license issued by a state not belonging to the European Union or the European Economic Area who circulates in the national territory without the international permit or official translation shall be subject to the administrative fine of the payment of a sum from 400 euros to 1,602 euros. Anyone who drives with a driver's license but not with a certificate of professional qualification or fitness when prescribed shall be subject to the administrative penalty of payment of a sum from 400 euros to 1,602 euros. The holder of a driving license issued by a state not belonging to the European Union or the European Economic Area who, after more than a year has passed since the day of acquiring a residence in Italy, drives with a valid license, The document shall be withdrawn, at the same time as the violation, by the ascertaining body and sent, within the next five days, to the prefect of the place of the offence committed, who, within the next fifteen days, shall forward it to the office of civil motorization competent because of the residence of the holder of the above documents, for conversion. If the license holder is not convertible, the prefect shall transmit it to the Authority of the issuing state.
